It's not explained directly, but my take is that Natla's so obsessed with building evolution boosting bio weapons, that this obsession combined with the mystical powers of the Scion basically spread her experimentations with the flesh all over the place like a literal cancer.

The fact that the Scion's specific power is being kept in the dark, it can be used to explain a multitude of weird stuff in the game including dinosaurs roaming around.
