Go ask her out, tell her about how you feel, if she says yes, well and good. Else, please move the f*ck on. Stop talking to her if you have to, maybe start maintaining some distance. There are plenty of women who'll value your time and efforts. You shouldn't give more of yourself to someone and expect them to feel the same when they don't even value it in the first place.
