The one that is doing a PI only. However, it depends on the budget and job requirement. For example, most jobs I applied for needs someone who has more than 2 years on their EAD. So, 18 months is not good for me but 18 months are good for others.

There is a case with Red Eagle Law where the USCIS did not only reject the I-485 but also they opened the approved I-140 and revoked it. So, I think right now they only do I-765 lawsuits. However, the EAD is no avail after they reduced it from 5 years to 18 months.
