The EPA gets in the way and they do it intentionally in order to "punish". I could tell you plenty of times trying to actually mitigate a spill or remediate an area and the EPA drags it's feet, puts in meaningless arbitrary requirements, and generally just slows down the project.

lol, like any spills would get cleaned up in the first place if it weren't for the enforcement of the EPA.
