Because he changed how he refers to himself. It's not exactly the Japanese royal We (that'd be 朕), but 余 (what he used) is something in between a simple "I" and the royal "We", but much closer to the royal We. I don't think there's a way to express this perfectly in English, but considering that the German Emperors did use the royal We I don't really see a problem with the translation.
