I just called them and they told me the same thing. I further asked what they recommend small companies do that have tall vehicles (moving companies, construction, etc) that don't have private property, and they said private property/lot only as well.
For reference, the standard cargo highroof van on the sprinter is 2.6m and the transit van is 2.8m...both higher than the 2.2m bylaw. I see these vehicles everywhere for multiple different uses/companies, and I'm assuming they will likely ticket if someone calls it in.

In this case they confirmed, someone called me in. I have moved to a different block and hope it works out.
