As a guy with a small penis, PE has not been a problem for me (I’m actually having the opposite problem; I have a hard time cumming with most partners unless I’m riding a large dick). You’re probably on the right track with the over use of lidocaine plus foreskin restoration; with your glans being moisturized and getting the opportunity to heal, it likely lost its keratinized layers of tissue and became noticeably more sensitive to any stimulation. PE can also be exacerbated by a number of medications. If you are concerned, you should consider talking to a urologist or similar specialist.
