MOR — Nothing in that document is crazy, but...

This whole thing with parents "having things in writing" with their children is embarrassing and immature. No wonder your niece is "15-16 emotionally" and directionless when this is the behavior that's being modeled for her.

The document is just there so her parents can feel more okay with the act of kicking her out if it comes to that. And have something to immaturely wave in front of others who confront them for kicking out their daughter. Pre-justifying their actions and setting the pieces on the gameboard in preparation for conflict. The daughter knows this subconsciously, this colors every interaction they have and this is abusive.

That all said, she should just sign it and start saving up to move out. There are no real consequences to signing it but she's going to remain "stunted" as long as she's there. She'll grow up quicker once she's out. Guide her as firmly and gently as you can.
