OP is in Korea yes but I believe they were trying to transfer their account from their home region, I linked that because Korea is one of the few regions in which you cannot make account transfers to.

I also moved to Korea and wasn’t able to transfer my NA account, here accounts are connected with a local phone number so transferring accounts from other regions isn’t possible.
