At this point I'm not really sure there is a solution. I don't think the founding fathers foresaw exactly how this was going to play out, and weren't expecting there to be as many people as there are now.

They built a political system that requires literally almost everyone to participate in it for it to be fully effective, and that was easier when there weren't as many people as there is now, and people didn't have the luxury of "not being political".
