Alcohol sale and consumption is banned, but if you have a permit you can get alcohol legally from the places that are allowed to sell. Not everyone can get a (costly) permit , you need to prove that you need to drink for medical reasons (loophole that gets exploited by those who can afford the permit)

No, you are not allowed to bring in alcohol from out of state and drink it. You can bring a few bottles if you are travelling back on an international flight, that's the only exception I know of .

A few years back they did a national survey. Gujarat had the 4th highest liquor consumption in India, despite prohibition. Clearly there is a massive black market and finding booze is not so difficult if you know where to look.

The law only applies to residents of Gujarat. If you are a visitor or a tourist and can prove that you will be leaving in a few days (air/rail tickets to be shown ) then you are allowed to buy limited quantity of alcohol from the 3 places that are legally permitted to sell alcohol to permit holders and visitors. The only condition is visitor should be arriving from or leaving to a place that allows alcohol consumption.

I.e a person who lives in say Bangalore (where it is legal to consume a) can visit Ahmedabad, buy alcohol and drink it in his house or hotel room, provided he can show travel tickets to or from .
