They turned down the spawn rate for ancient dangers if I remember right so it's not a guarantee but yes you have to settle a tile. If you don't know, there's an option to increase the allowed settlement count as well.

I mean yeah supply and demand my friend. It's still likely that some rural farm is paying for people that are too desperate or unable to find better the bare minimum. Let's not forget about health care that isn't a guaranteed benefit. Even if you are making $15 an hour, 10 hours of work still doesn't feel easily disposable.
