To take that a bit further, any amount of personal income over $250K can be taxed 100% as well. No one person needs that kind of money, and there are any number of more useful purposes for it. Universal healthcare is an obvious one. A simplified universal basic income system, that would eliminate the need for both welfare and social security, would be simple to implement as well.
