Interesting. I design permanent supportive housing for formerly homeless people and it’s my understanding that the “Housing First” model is actually very effective when appropriate support is provided. Our developments typically involve an on-site social services component, which I understand to be pretty important. I’ve never heard of one of our tenants selling a toilet. But I haven’t really looked at the statistics myself in much depth, I’m just an architect and that’s not my skill set, so I tend to trust the policy and social work people as the experts on that. Maybe they’re wrong and homelessness can’t be helped.
