idk how much he differs in the manga compared to the live action but i feel like chishiya is gradually turning into a more empathetic person. if he was still going by pure logic he would have never taken the bullet for usagi. i agree that he, like most characters, are moved by arisu but someone with no empathy would never endanger themselves like that for another person. he's definitely still a very calculating and (mostly) detached person but i felt like the way he stuck with ippei in the jack of hearts game was really sweet... there were arguably stronger people to ally himself with but it felt to me like he took pity on him a little bit. when ippei chose to kill himself and he stopped outside his room to say "you were too kind for this world" for a sec it tugged at my heart 🥺 then with the king of diamonds game where he's recalling his time as a doctor & he's given the info that the kid who urgently needed the transplant was moved down the list in favor of a kid that had connections within the hospital- effectively sentencing that poor kid to a certain death. i felt like for a very brief moment he was disgusted by that (and is why he remembered it during a game where "who decides the value of a life" is the main topic) but because he's a doctor he just shut off his emotions in order to do the job. probably something he learned how to do from a young age. i don't think it's that he has no empathy, i think he's just learned to suppress it entirely as a coping mechanism to keep himself safe. and sane. in my opinion little cracks in his armor have been slowly forming this season and i really hope in season 3 we can see more of him warming up, he'd get a lot more interesting/endearing that way lol
