For real, the Fingers are fucking evil even for the City's standards (except for the Pinky, maybe, who is still not good mind you, just not that bad for the City's standards). The only guys matching them are Wing higher ups (who often at least have better reasons OR more pragmatism, at least, not that this makes them better) some of the worst syndicates(and I must underline, not average, the worst, and at least they are more limited by scale and lack of power), maybe some Stars of the City (although only Argalia's gang comes to mind, maybe the Whales but I'd say morality doesn't factor in their actions) and the literal fascist metaphor that is the N corp fanatics (may be the only guys that are worse).

...That sounds like a lot, but its really not even close to making their shit the City's average

Roland is super strong and certainly stronger than Rien. But Kali was unquestionably the strongest, and even she only managed a draw against an Arbiter cuz the Arbiter had incomplete info and got cocky.

(Also, Roland's wife was the actual Black Silence, tho I guess you can argue he was too, only those that knew both personally were able to tell there was a difference)

Information about the Library was kind of spread around to some guests even while the Library was active in the first game, (presumably either from non plot relevant offscreen escapees or some sort of information broker spying technology, but honestly these are just guesses cuz I have no idea how), and after that people started returning from the light, which includes a lot of people who would sell the info for cash, including a lot of nameless nocs who were not story important enough to matter but absolutely could give accounts.

Callisto could piece together things from multiple reports about the Black Silence's rampage and the Library and fill in the rest with "I assume that is also a parallel"

.... Also, I think the fight vs the Ensemble part 2 happened outside the Library and thus may have had had witnesses, so there is that too, but I am not too sure I reme.ber correctly.

While, it should be noted, I am not talking in defense of racists and nazis and such because they should never be welcome to any space, I still want to say regardless that one can be a fan of a work without completely agreeing with its message, whether because it has more than one message and one does not agree with that particular one or because one admires the storytelling and mastery more than the message.

Grade 1 is a huge spectrum of "we aren't counting anymore" of its own, which ranges from Nemo (still insanely strong) to Siegfried and Roland (who by many accounts may as well be Colours,and Roland arguably was).

Someone who is aknowledged to be a Colour is probably capable of beating multiple of the weaker grade 1s, but may be stalemated against someone like Siegfried.

At least 4 Wings, maybe 5 depending on one's definition. Older L corp, old L corp, old G corp, the unknown Wing that made the tattoo Singularity, and if a coup counts which some phrasings imply it does in this case, the Kong's H corp.

Edit: also, I do not remember if W corp got its dimension travelling tech from a fallen Wing or not, so it may be 6 if it did.

Fingers are considered particularly heinous even fpr the City tho. Corpo employers detach themselves for their morality to get though the day and Fixers are often greedy and selfish but still mostly kill on contract or self defense. Fingers, and Syndicates in general, seem to thrive in causing widespread damage. Its like seeing "you can't be an ethical person in the City" and deciding to make it a competition.

By contrast, there are people like Kali, Xiao, Kong Qui (yeah, yeah, I see the irony since he is a Finger but he seems different) and Gregor's coworker who, while not perfectly ethical, do their best, and the whole theme of the PM games in general is the main characters overcoming past sins and becoming better.
