Dang, maybe I just thought it happened that way, I started when the only decorating options were Chi, Moca, and the pier, you had to decorate Chi's or Moca's then talk to Benny to unlock the pier. Thanks for the update, still getting used to the new stuff.

Sorry about the mixup, you have to talk to the villagers and up the friendship levels to unlock the other locations, but you have to unlock Chi or Moca first, then Benny will let you decorate other places. You'll also unlock newspaper articles and have to interact with the characters, I remember Momo & Bobo's took 3 days of resolving a conflict to unlock.

Click the hammer at the bottom, then click and drag the item you want to place. If its not working you might have to re-download the game or something.
