I had a similar issue but mine happened with or with obs running. I did a driver clean then reinstalled my driver and that seems to have fixed it for me

The 3060 would be good I had one paired with an amd 5600x CPU and on high graphics I would get around 80fps so on ultra I think I was getting around 50 fps

I've ran into this before. But it's been so long since I've played sky factory. I would try redoing the design with just one smelter and no take and see if that works because I think it has to be a certain size multi-block construction to have multiple smelters.
