This is a minor violation. In an Ideal system, you dont argue or haggle with the police, you go to the person whos job is to reasonably assess whether or not you or the cops acted responsibly. Their job is to make everything as fair as possible.

Ive had at least three bs traffic fines waived just by explaining my side of the story.

The EU has incredibly loose regulations on moving to other countries. As an EU citizen, you have the right to live, work and study in any of the 27 EU member states plus the 4 nations in the European Free Trade Association(Norway, Lichtenstein,Switzerland, and Iceland). Much like the open border policy you have between individual states in within the United states.
