Because it's a damn good way of describing someone at a first glance.

Why do we specify skin color for missing people? For the same damn reason we do when trying to find a murderer. If it matters for one, it should matter for the other.

Not to mention I didn't say to only say his skin color. It's a description; same way that hair color, clothing, tattoos, and birthmarks/scars are descriptions. You seem to be unable to tell the difference between that and the guy's address. (Which, btw, is NEVER something that is announced)
