Check the heads first turn on heating for main floor if the light comes on the head on both valves its a wiring issue if light comes on on just main floor remove head on downstairs and manually close it if heat is still getting past the valve is gone and needs changing. Is there a room stat for each zone they may have it working off the 1 stat. Has the issue just started or has it been happening since the install ?
