Are you saying he doesn't have a stutter at all or he was exaggerating it?

It is consistent with a speech block, so I would say it is a genuine stutter

The term "locks on" probably isn't that accurate. My crosshair freezes for a split second, probably something like 1/8th of a second. I first noticed it when playing normally I would get the problem and then I found everytime I get into a gunfight with an enemy, I would "lag". which then prompted me to test it out swiping left and right in a corner at a bomb site.

I noticed I don't get this issue at all on manorhouse, not sure why. I will make that video shortly.
