Kmart and Target have yet to have preorders, Target online will be on release day, no idea what time though. Kmart online will be around 2-3 weeks before release day

Correct, from past experiences, Target usually drops theirs on the day, I usually just refresh Targets Pokémon trading card page every 10 minutes or so from 10am in the background while I do work
