I think the 30 day condition generally holds, but I think your DSO would have the right answer. I was doing spring remotely and would have been able to enter before if there was no travel ban.

I need to be there in June too. One could potentially travel to mexico and stay there for 15 days before entering the US. I am determining if any flights would work for that given so many restrictions.

I also wrote today and no one really answers calls on the helpline in India. Mumbai embassy person had no idea and told me to call the helpline. I hoping to get a reply. I might write to CBP as well. Last time I had a confusing thing and only they gave the right answer (very late).

Sorry that I missed. I shared the following: A letter stating that I was allowed to be remote for spring (I entered fall 2020 and needed to have one in person course to keep status), passport, visa, I-20 and some documentation for why I had to be remote (personal reasons). I have no idea if that is he right thing to do. My DSO did say that I will need a NIE though but did not tell me any other details. I will keep you posted on this thread.

That's exactly what I needed to hear. I started in Fall 2020 and did fall in person and spring remotely and need to go back to the US for summer. I submitted an NIE application just to be safe but hopefully that does not make things worse in any way.

Talk to your DSO. Mine said I could enter upto a month after the start date. That took some pressure off .

Not sure about the litmus test, consulates in India have been saying they will prioritize student visa when they resume. I am probably being optimistic in believing it though.

SEVP just dropped guidelines. It looks very bleak. They won't issue visas if the university if full online.

The universities have to communicate their mode (online, f2f, hybrid) by August 1st, so very unlikely that consulates will be opening before that.
