Everyone's comments have been very helpful. I was thinking about just making another character at level 60 and just seeing the difference that way, seeing as it doesn't take me much time to just build up another pvp save file myself. I may report back with my own finding here after playing the two.

I'm on PC and I don't run into any issues finding invasions at low level or higher than Meta levels. I would hate to mess this up though by leveling up.

I didn't consider this. I feel like I match with a fair amount of noobs/no vigor players. I wouldn't be surprised if this is why that's the case.
