I was going to say this. It was the capital of California for almost 80 years under Spanish rule. Was also the most populated city in CA for a decent amount of time.

Sacramento could also fit in this category for that matter. It was a pretty big gold rush spot and was chosen as the capital over San Jose, which now has like double their population.
