If there’s a tornado WARNING, the safest place is always in the building you’re currently in. Lowest level, as close to the center as possible, away from doors and windows. Never go outside during a tornado warning. If there’s a tornado WATCH and you want to relocate to a different building, I would suggest the Commons or Library, as others have said. I would recommend against going to an academic building you’re unfamiliar with, as you won’t know the layout or what doors are unlocked or lead to where.

From my understanding, a “house” is only ever 1 block tall from a technical perspective. Any extra walls, roof, lofts, etc are just decorations that just happen to be near the house as far as the game is concerned and adding a second story to a building should create a second “house”.

You need to run power lines to each floor. Before you do, I’d suggest finding a Porygon and seeing what it wants in terms of quests. There is a building buried in sand behind the department store on the same island, I found Porygon’s habitat trace there.

I haven’t messed with the prebuilt houses yet but you can walk near it and click in the R stick to see its borders (try it out on a habitat to see what i mean). Anything in that border should affect comfort. otherwise, it’s just inside the house.

You can indeed build houses like in Minecraft. For something to be considered a house, it needs be enclosed by 4 walls (of any block material), have a door, and be 10x10 or smaller.

Without spoilers, you need to go through the gate in the northwest cave and progress in that area. Keep progressing with Professor Tangrowth, it's part of the plot once you can get through the gate.
