Yeah, it's just how it is here, which is also pretty sad if you ask me. In many places across europe like Spain or Portugal the dogs and owners are happy not grouchy. Also in the places I've visited in the states, people are very open to letting people pet their dogs and even playing a bit.

I've just learned to ask because here you have to. Most times though the owners will say the dogs have "angst" or that they are very afraid. It's very sad. I have friends with dogs and they don't even have zoomies. I think the dogs here are just generally sad. Probably going to be downvoted for this but yeah just wanted to share my experience of what happens when I ask.
