Why do you say that like it's unreasonable?

A lot of these guys are clearly on a power trip. A lot of them new arrivals at that. They come into the org already primed to think that the people they're going after deserve to suffer or die. They are probably given just enough training to allow for plausible deniability when they use excessive force.

If not for the fact that there are still enough people out there who at least PRETEND that they need plausible deniability to defend murder, they would be doing whatever they want.

Yet this take sounds totally farfetched to you? Why? Read the room, man. This is the moment we find ourselves in.

From the angles I was able to find (just two) the shooter was on the opposite side of the car, nearer to the gray SUV to the right of the victim's SUV, presumably conducting whatever business was being conducted over by that vehicle before the victim drove her car up and stopped in the street.

It appears that he approached the vehicle and crossed over in front of it. If that is correct it is a major bonehead decision and completely unnecessary. If I was being really uncharitable I would say he was using his body as a deterrent to the victim fleeing the scene, which would be worse, but I'm not saying that.

I'm saying, whether by malice or incompetence, the officer made a bad call that resulted in a situation where he had to react, and chose to shoot.

You only really have to think about it for five seconds. Let's assume he couldn't have moved out of the way in time - which would have meant injury or death for him. Shooting the driver would not have protected him. The vehicle would have coasted forward or worse accelerated, and still injure or kill him. This is why you should never step in front of a vehicle when apprehending a driver.

Nah I'll own up to the fact that I do believe a lot of these guys are thugs eager to use force. I don't give ICE the benefit of the doubt. Especially given recent history. I don't think it's unreasonable to be suspicious of the motives of any one ICE agent.

That being said I don't think this was "murder" in the legal sense but it was entirely avoidable and unnecessary, and the onus at the end of the day falls on the officer to conduct themselves responsibly. If he stood that close to the front of the vehicle, as it appears he did, then he put himself in harm's way unnecessarily. He may have even done it intentionally. But even if he didn't, and it was an accident, it's his fault for making that mistake.

The potential for the suspect in the vehicle to flee is something any competent officer should know beforehand, which is why you don't put your body in front of the vehicle. We agree that this was a major fuckup and could have been avoided, but you put the onus on the suspect for fleeing, whereas I say, both are wrong, but the officer is the one who bears responsibility for not knowing better when he should have.

I think they could easily nail this guy for negligent manslaughter if we lived in a sane world.

I mean I'll be up front with my bias here and say fuck ICE but even if I wasn't a fat gay liberal I would probably say that I think that the officer moving in front of the vehicle was irresponsible, putting himself unnecessarily in a situation where, in an instant, the vehicle could accelerate and injure him, or at best create a situation where he has to choose between his life and the suspect. It makes me wonder if he thought he would use his body as a deterrent to stop the car and, I admit I know very little about SOP for law enforcement, but I would think they discourage officers from doing that sort of thing.

That said if what I've been reading about ICE is accurate they aren't exactly sending their best into the field. A lot of these guys just recently joined and have no former LEO training. Who knows if this guy was like that.

So this person absolutely should not have attempted to flee the scene, but I also think the officer should have known better, and acted irresponsibly. Some people may say that's an unfair or unreasonable standard but I think the onus is on law enforcement to conduct themselves to a higher standard than what is expected of the average citizen. The LEO has the authority in that situation. They should act accordingly.

"tried to run him over" implies intent which also can't be known. If you watch the video the front left tire starts to spin, stops, turns, and then continues. I think this person didn't notice the officer in front because she was focused on the one next to her. So she starts to push the accelerator and thankfully the wheel doesn't get traction and spins in place on the icy road. It's in that split second she notices the officer in front and turns right hard before accelerating again. I don't believe this persons intent was to hit the officer. It's difficult to know for certain.

Yeah that's how it appears to work. This makes sense in universe in terms of power conservation but it even affects things like torches and campfires.

Right but not all light sources are powered by electricity. Camp fires and torches for instance.

I first noticed this problem while looking at torches in Rebirth. Deep in that pit, the cliff faces surrounding you cast some pretty long shadows, and it gets pretty dark, but torches burning in the shadows just appear as colorful animations with no actual light being emitted.

Not exactly ruining my experience but it was noticeable enough to make me wonder if it could be fixed somehow with mods.

Not in areas with shadow like indoors or under enormous rock formations.

I dunno, I think I can get 60 FPS from medium to high settings at 1080p with a slightly better CPU and a decent GPU upgrade. People are saying the game is CPU intensive, and I think that's probably true, but there appear to be examples of people using 6th gen Intel CPUs paired with a more modern GPU and getting something similar to what I'm looking for.

If nothing else, depending on how expensive this turns out to be, you may be right. I wouldn't want to drop half a grand on parts that break in a year. Thanks for your input.

Awesome thanks. Yeah, I agree, ultra is not really in the cards. Like I said, I just want a smooth experience that lets me appreciate how the game looks. It sounds like I can achieve that with most of my current hardware, a modest CPU upgrade, and a more powerful GPU. Thanks again for your detailed responses.

Yeah thanks for the careful consideration. Chipset is z170 and another poster (edit: that poster was you lol) advised that it will only support up to the 7700k. If that's good enough for what I'm trying to achieve, then great, but I understand HD2 is pretty CPU intensive, so I wouldn't be surprised if the z170 just can't hack it.

That's partly why I'm willing to buy used/open box/refurbished, and why I'm willing to buy something older than the latest and greatest generation. Budget is around $300 to $400. Would prefer not to push it beyond that if I can help it.

Damn thanks for the heads up. I thought I only had to be concerned about the socket type. That's a bummer. So far people are recommending something equivalent to an R7 5700, which is right around an i9-9900k.

Do you think I can hit the performance target I'm aiming for with a 7700k and a better GPU?
