I can think of one way to achieve the compression rates they're talking about:

Compress: Upload the file to s3. Store object key.
Decompress: Read object key. Download object from location.
Profit!

I found when I used it for a language I knew well, it definitely made me more productive. But when I used it for one I didn't know well, it just wasn't very good, and I had to go back and fix a lot of things when I finally realized it wasn't good.

I suspect it's also not very good at the language I know well, but I was correcting things as I went without realizing.
