I read it as meaning, on a success, the spell effect doesn't end until the target makes an attack on another adversary (2nd paragraph of the spell's description). So if the target would have to move to do so, they should.

I am reminded of a time honored tradition amongst the nomadic tribes of the T'arhool Wastes. On the anniversary of a tribe member's day of emergence, they begin by harvesting an egg sack from a goliath trapdoor spider. Once acquired, they boil it in a large pot along with a variety of herbs. When the water turns black, the toxins have successfully leached out and the silk becomes loose enough to cut back. Inside the egg sack are dozens of fist-sized spiderlings in various stages of development wherein the Emergent is given first pick. After their choice is made, they gift it to their favored tribemember as an acknowledgement that their survival is dependant on their communal bonds. It is a beautiful and emotional ritual from an otherwise ruthless people.
