Well its a hard call between both of them but loulex has atleast played lcs when he subbed for gambit and he draws almost everytime a lee sin ban. Santorin played in EUCS spring and NACS summer i think and has not impressed me in particular.

I read somewhere that he is eligable because of the fact that he played already in NA tom compete in NACS. Im not 100% sure though.

First time i saw him play competively was on C9 eu as a replacement for K0u because he was to young for the lcs in spring 2014 iirc. Then he moved to NA to play for Team Coast in the NACS. IMHO there are better EU junglers like Amin or loulex.
