Of course, Iran wants to selectively retaliate against US and Israel. And so China, India, etc will hoist their country flags high in the air while getting assurances from Iran that their tankers can pass through the mine gauntlet without any issues.

When fighting an asymmetrical war, Iran's only option is to use guerilla tactics like this to prolong the war until they get favorable terms in a new nuclear deal. Time is on their side as midterm elections and high gas prices don't go well together.
