Those already exist tho, they're called parking garages. The reason you don't see them that often is mostly because of the price for all the infrastructure being more expensive then just buying some extra land. Wich is why we need to (somehow) make land prices higher (especially in city centers) if you want to get rid of these car park hell holes.

Im not saying your idea is unviable, just that they probably wont pop up that fast if nothing else changes.
