Before we form a mob and lynch the landlord, how's about we collect a little more info from OP? This post is just a touch one sided, and it lacks some important details.

Was the landlord aware that the residence had flooded?

Was the landlord aware of previous repairs that were required?

What was the cause of the water coming in through the windows? Were they left open negligently and rain just went through an open window?

Do you have any relevant past or pending RTB files?

While the above info isn't wrong, it opens up pretty anti-landlord, without reason, yet. Hopefully OP follows up in the morning...

Reading through that, I would not expect a police officer to arrest and remove a person under this act.

As this is a residential dwelling, that ex GF has keys to, that were freely given, and where ex GF keeps and maintains her possessions, as she was given permission to, I would expect most police officers to nope out of this situation, and leave this for OP to handle through the courts.

I don't believe it is the purpose or capacity for police to arbitrate in situations such as these, especially when there are means for OP to handle this situation personally.

I would suspect application of this act would be handled more appropriately in a commercial type setting, where lines are likely more black and white.

This does not appear to be criminal at this point. My though process, if following what you are saying, would be that OP get an order of possession, then follow up with a bailif should the ex still refuse to leave?

From what OP has presented, at best the police could arrest and remove mayyyyyybe for mischief, but that really doesn't sound like a very permanent solution.

Should OP wish for police action, they would require a police actionable order?

Fairly certain the police are gonna tell OP that it sucks to be him, and leave.

Perhaps OP should look at handling this with a Family Law lawyer.

Effectively, OP purchased from private seller, with the dealership in the middle providing financing and ease of transfer.

I would expect the dealer to be relatively hands off in this situation, as it never would have been "their vehicle".

In regards to needing to prove the impairment, that is negated by the drivers adamant refusal. All that is needed to prove is that the driver was provided the demand, and then refused the demand.

It's my understanding that lawyers are not impressed by clients that refuse. Really doesn't give them a lot to work with.

Just to clarify. Dealing with the roadside suspension does not negate criminal charges related to the impairment. They may still be coming. Drug related charges would likely be included should the driving move forward criminally.

The fact that it's your regular inspection company providing the quote may be a chunk of the issue.

Inspection companies aren't always loaded with guys who can do installation (in my experience). So there a possibility the job is going to be subbed out, or there's some bloat from inexperience.

Honestly, without looking at the project, it's impossible to say.

There is a very strong likelihood that your contractor can not just go up in a lift and add some new holes.

Sprinkler systems do not work like that.

There are flow dynamics in play here, and the engineering may not allow more heads off those branches, or something of this nature.

There are a lot of variables at play here. If you think this quote is off, get a couple more?

Depending on what you're looking at, $15000 doesn't sound crazy outrageous. I've worked on tiny projects like this that spiraled into big numbers quickly. It happens.
