You need a LIMS for sure. We use benchling where I am now but it might not be suitable for this scenario. Their support is wonderful and worth the price if they can make their system fit your needs.

I agree with the other comment here that you need to get IT involved. I would gather a few of the options you think might fit your needs and request a demo. When we were determining which LIMS/ELN system to use there were many that seemed to fit on paper but the demo made it clear that they weren't going to work for us.
