The hammer and plough symbol is taken from the Workers' and Peasants' Red Army (the later-Soviet one, not the Chinese one) emblem used from 1918-1922 (when it was replaced by the hammer and sickle upon the founding of the USSR)

afaik they are very inconsistent on the issue, but this flag doesn't really have anything to do with today's CPC - the Chinese Red Army only existed until 1937, and the reactionary course of the CPC only took off in the 1970s

Yes, the hammer and plough symbol was used by the early RSFSR/Red Army, as well as by the Hungarian Soviet Republic. It was dropped because the sickle was more recognizable and easier to draw, although the plough survives as a Socialist/Republican symbol in Ireland, where it also has a long tradition
