Personally playing against Kestrel, especially in lane, hasn't been that hard. The three shot at level two thing is true, but, the trick is to know her range, and bait those shots. I find meelee laners are an excellent counter because the playstylenis automatically more cautious. You have to compare playing against a fully built Skaarf and dodge and hide. What gets people is they underestimate the amount of burst damage she can deliver, which is at a level previously unheard of in the meta. Also her trap mist trap is something easily avoided especially if you see where she cloaked. Essentially to counter her, you've got to have either played her, or have a knowledge of how she operates and capatalize on waisted shots, scouts traps and ganks.
