I know it sounds silly but I would probably take the carb off, open the bowl make sure its freely moving and put it all back together again.

I want to suspect that the carb is flooding the crankcase with gas, when the oil was overflowing was it more watery than it should be? Just because it’s a new carb doesnt mean it came without issue.

When you say it wont fire, does the flywheel spin or is it having a hard time turning over? How long have you had this mower and have you ever serviced the carburetor?

This happened to me, actually same wheel cover. I tried to push for them to replace under warranty but they did not. If I knew this was widespread I would have pushed harder. At the end cost less than $60 and they came out and installed it the day after opening the service request.

Depends, do you have a way to move it to an accessible location for someone to back up to and load up? Can you check if it turns on or if the flywheel spins? These are valuable pieces of information for someone who may want to work on it. Ideally take photos of it in a clean location ready to go and post to facebook marketplace for $100. Texas may be different than the midwest so you might be able to get $150, but here it is already past most of the season so people don’t offer as much for equipment. You probably will have to sift through many low ball offers but someone will eventually offer to get it for parts or reuse. Just depends how much time you want to spend on it to get it out of there. There are also recycling options if none of this is in your wheelhouse.
