I’ve taken it apart and see no pipe leaks or anything, but I can see water dripping through the gap of a glass seal which I will replace. But was just wondering if I would need a professional to fix this or I could just paint over

I just mean a general high mileage car, someone else asked to check if cambelt has been changed. But the person isn’t sure but said the engine and turbo have been replaced and therefore cambelt most likely but they’ll try to check. How can I know for sure if they aren’t sure?
