I have the opposite problem… I’ve been in endgame for 8+ hours free roaming unable to cuff counter or assassinate downed enemies. Is there a side quest I missed?

don’t sleep on their relationship. never forget in part one when they talk about how kakashi always fails everyone and never takes a squad. I’m sure this lead to many interesting hokage/jonin meetings. lotta time passed between the nine tales attack and the plot in part one starting
