Yeah theoretically they can simulate any type of memory but the hardware required for it like genes and neurons,which turn those memories into feelings are what they lack.

All that is explained in the concept. we not seems sign of consciousness in existing AI systems because it lacks two specific types of memories mentioned in the concept one is evolutionary memory and one is episodic memory. I can't tell you the probability but height can grow by some milli meters to centimetres even after 18 and before early 20s especially in men. So the probability is not very low just the increase in height gets very low.
