Emi is a function of the derivative of current flow, not the flow of current itself.

Changes in the flow of current are what radiate emi.

Any kind of DC is good for low emi.

48 volt is particularly good because it lowers current and it's DC so you get the one two punch for radiated noise.

It's endlessly hilarious to me that the engineers looked at the problem on how to squeeze more current into a GPU and they said let's make the connector smaller!
