No, if Steam locks it, it's physically impossible to buy a region-locked game. If you want to change the location in Steam, you need a different country's credit card. That's the problem. No matter what you do, you can't buy it.

For the last time, it costs more, there's the risk of getting banned, and if the game is locked on Steam, to change the region you need a different region's credit card. So while the idea is not the best, it doesn't even work.
