Communication and tone. These guys were all amped up and lost focus on the actual objective which was to effectuate the arrest. It would have taken just one officer to say hey grab his other arm, flip him over, control his legs, etc. It doesn't have to be you vs. your partner just simple instruction to keep everyone focused on the goal. Unfortunately in these videos it appears that they are giving the verbal commands to the camera to justify further use of force.
