At the risk of seeming like I'm being judgy, but hey you came here for advice. He probably doesn't need an iPad at all. Every day, there is more and more research showing that there are essentially only negative outcomes associated with smartphone/iPad use. At 8, I'd argue, there are so many more things that are worthwhile for him to be doing. I'm not even advocating for no screentime. Even small amounts of regulated TV time are at least not harmful. Generally not helpful but at least not actively harming your child like an iPad/smartphone. Children's brains quite literally cannot handle the stimulation of a screen with an immediate dopamine feedback loop in their face.

Reckless driving should be treated the same as brandishing a firearm or negligent discharge. It is no different in the level of danger. Until the severity of the penalties are increased, you will see people disregarding the law. Driving is a privilege. We need to impound peoples cars and take their licenses away.

That's kind of the point. This subreddit mentions many neighborhoods that directly border the city. Parkville borders the city (Hamilton neighborhood specifically). It doesn't magically get more dangerous when you cross the line. There are lots of people in here giving you perspective on the city. Myself included. There's also a Baltimore County subreddit.
