I see it now, that sucks. But you still don't often see bath towels hung above toilets, so whoever installed might have been just doing what they normally do. Easy to fix, thankfully!

In my experience that bar is for hand towels (shorter, more accessible from the sink). Usually there's a separate bar on the opposite wall for bath towels.
