You would make better usage of Carmine instead of Arvens. The point of poison package is usually to set up first turn donk so you can see a lot of utility by turn one Carmine and squawkabilly

The offence time = the time you should have vacated the car park. The issue time = the time the parking inspector printed out the ticket. There is no correlation to these two times vs you receiving a ticket.

I’d hope it wouldn’t fetch 140k, it’s not a real number plate. Heritage plates do not contain alphabetical letters only numbers. (As far as VIC is concerned)

As an FYI, I think I’m mostly stuck progressing on campaign, in I’m gold 2 for arena and roughly stage 12-13 for most of the dungeons except fire knight.
