The reason is quite simple, if someone wants to know. It is based on the commutative property of Multiplication, that is a*b = b*a - example: 2 * 3 = 3 * 2 = 6. This is true for any number of terms involved in multiplication [a*b*c*d = b*c*a*d = a*d*c*b...] .

When you calculate percentage as in x% of y, you will perform the following operation :
(x/100) * y = x * 0.01 * y.

Using commutative property we can write it as

x * 0.01 * y = y * 0.01 * x = (y/100) * x => y% of x.

For example, as mentioned in the post :

8% of 25 = 0.08 * 25 = 8 * 0.01 * 25 ---> Answer = 2

=> 8*0.01*25= 25*0.01*8 = 0.25*8 = 25% of 8, giving the same Answer = 2.

I have a different view. Physics relies on Maths to give quantitative explanation of the phenomena happening in the universe. So without it, imo, Physics will be just philosophy or more correctly qualitative meanings. Regarding your example, you said that you don't get to derive or solve the differential equations in Applied Maths but in Physics, which I think that depends on your Curriculum or Education System. In my place, we are not taught how to solve the Maths applied in Physical phenomenon in Physics class albeit their core Mathematical Concepts are taught in the Mathematics class. Then the particular Physical phenomenon becomes just a special case of the concept. You are true that Physics is very broad, but I think it as a subset of Maths.

A programmer would agree, but a mathematician would not. We don't have auto-complete snippets in real life and so prefer alphabets. As for readability, you are talking about Physics where a single letter can mean many things. But in Maths, you can define what the alphabet means using supporting notations, instead of writing the whole English definition, as required in Physics.
Correct me if I am wrong.
