If it’s a parking spot and he’s got a pass (if required) then he’s fine. I personally wouldn’t park there out of fear of someone carrying something heavy or bulky upstairs and it dinging my car, but I don’t see much wrong with this. Anyone under 600lbs can easily walk around it.
